The Population and Family Planning Commission of Qingdao Laoshan District promotes positively the publicity and innovation on birth control and goes on deepening the activities of "new morale on marriage and childbearing walks into thousands of homes". It has established the new operating mechanism that is to be the person oriented and to meet the needs of the people. The needs from the people of knowledge on the Population and Family Planning are met gradually. The new scientific, civilized and advanced morale on marriage and childbearing is fabricated. Taking the generation, childbearing and life as the center, we like to provide the vast majority of childbearing women safe, effective, timely and satisfactory services on contraception, birth control, childbearing, generation and life. We should make our work on the Population and Family Planning closer to the people and families. The satisfaction from the people is scaling up. We have established a new operating mechanism that is to provide better services by meeting the needs of the people. We has formed a three-level service network headed by District Women Health Center under the Population and Family Planning Commission of Laoshan District, supported by Street Office service centers of the Population and Family Planning and the village service centers. We take the lead in Qingdao City in establishing a new management mechanism of "being responsible by units, being administered by local administration, being autonomous by villagers (residents), and being served by communities". What we have done can be mirrored and emulated by other districts in Qingdao and in Shandong Province in the work of optimizing the management mechanism of the Population and Family Planning. The Population and Family Planning Commission of Qingdao Laoshan District was awarded by Shandong Province as an Advanced District in the work of the Population and Family Planning. And it also won the national honor of the Advanced Team in the work of Urban Birth Control. It has been winning the First Prize of Objective Responsibility on Population and Family Planning of Qingdao City for 13 years running, and has been awarded by Qingdao City as an Advanced Pacesetter in Ethics Building for consecutive 5 years.
